Good Luck with that! They can't even enforce the 15mph limit on Mill Creek. Everyday I drop off orRead Morep ick up I see people racing through there and there is no Police Force in Lower Macungie so they get away with it. Some of the speeders are parents late arriving with their kids and others speed through after dropping off.

Amen. Some of those speeders ARE parents dropping off. Do they only care about their own kids and Read Moreall the other kids aren't important enough? How much time would they actually loose by obeying the 15 mph? I say only about 1 minute total. The LMT Public Safety Commision meets on 3rd Tuesday of the month at 7:00 PM. Next mtg is 7/15 and I hope that they talk about thjis issue.

There should be a 15mph posted speed limit at all roads around and near schools. This however willRead Moren ot stop parents who are speeding to get their children to school on time, and as one person commented, then speed back home after dropping their children off. Who better to see the need for these safety zones then Mr. Shackelford, who is out there daily when school is in session. Come on parents, get out of bed early enough so you don't have to rush to be on time.

More info from a letter to school board members: "During last fall's campaign, one successful Read Moreholdover candidate rebuffed what he called a myth that said EPSD's taxes were too high by touting a "fact" that EPSD's tax millage rate was the 3rd lowest in Lehigh County, behind only Parkland and Southern Lehigh. "That already wasn't true then, since EPSD had already fallen to 6th of 10 after the reassessment used in last June's 2013-14 budget, even after that year's zero tax increase. "And it likely will get worse, since EPSD may fall to seventh behind Catty even if EPSD's proposed tax increase is reduced to the 2.1% index (instead of the now proposed 3.9% using exceptions) since Catty proposes no increase at all for 2014-15. "How did this happen? "First, if you don't believe that EPSD has already fallen to sixth lowest tax rate, please check the Lehigh County millage sheet at http://www.lehighcounty.org/Portals/0/PDF/Assessment/Boro%20Twp%20Cty%20Millage%202014_02-12-14%20CORRECTING%20HEIDELBERG.pdf. "One reason that ESPD's position has fallen behind Whitehall, Bethlehem and Northwestern is that EPSD's rateables increased only 192% in the recent reassessment, compared to the county average of 208%, while the three others gained 232%, 217%, and 219%, respectively. EPSD's growth hasn't kept up with its spending as well as the others. "Catty's school board agenda commits to no tax increase above its current 7th place millage at 16.31. That is close enough to EPSD's existing 16.1259 so that even if EPSD finds a way to reduce its millage to the 16.4645 permitted by its 2.1% index by eliminating exceptions, that will still place it behind Catty. "Hopefully, you can do better than that. "Finally, for more information and analysis of budgets and fund balance, please refer to http://emmaus.patch.com/groups/teddobrackis-blog/p/bp--east-penn-zero-tax-increase, which I think still remains relevant by providing additional historical perspectives of recent budgets.

Perhaps some of the other commercial development that LMT Commissioner Ron Beitler believes will take place without TIFs will come to fruition. ======================================== see: http://lowermacungie.patch.com/groups/teddobrackis-blog/p/will-east-penn-school-district-be-caught-holding-the-bag-alone-on-the-hc-tif ----------------------------------------------------------------------- see also: http://emmaus.patch.com/groups/teddobrackis-blog/p/bp--hamilton-crossings-tif-deal-or-no-deal ======================================== see also: http://emmaus.patch.com/groups/teddobrackis-blog/p/bp--east-penn-zero-tax-increase "More troubling to me, though. is if adding to the fund balance retention is good for the district, its students, its employees, or its taxpayers. Some classrooms are crowded so would taxpayer money be better spent to improve services. Employees agreed to pay freezes, but now it seems, that was in the name of increasing the fund balance. Finally, with depressed interest rates, the district's return on the held money is probably much less than the benefit it would give to its taxpayers. However, "Once you have a fund balance, no matter how small or large, you need to be very careful in how you spend it down. If it gets too high, it should be spent on only one time non-recurring (one-time) expenses. If the fund balance is used to balance the budget, it should be metered out very slowly, at a fraction of a percent in a year. The thing though that is surprising at EPSD is the disagreements about how much the fund balance actually is, never mind what to do with it.
