EPSD falls from 3rd to 7th

Sadly, the EPSD has fallen from the third lowest tax rate of ten districts in Lehigh County to sixth, and may fall to seventh out of ten after this budget cycle (behind Catty, which proposes no increase) even if EPSD's proposed tax increase is reduced to the 2.1% index instead of the now proposed 3.9% with exceptions.
