Where are the sidewalks in Ancient Oaks?

I moved to Ancients Oaks section off Spring Creek Road a couple years ago. It is an old neighborhood, my house built in 1965. There are no sidewalks! I didn't think much of it when I moved here till our family started taking walks  for fitness and saving gas. Giant and Wamart are in walking distance. Problem is walking down Cherry St to Spring Creek to Mill Creek then Walmart. Cherry isn't too bad but occasionally cars come speeding through to get to Oak Drive. Spring creek is without sidewalks on this side and cars average 65 mph (lack of law enforcement). So walking the kids until we get to Mill Creek with sidewalks is dangerous. There is also an old white farmhouse that allows their dogs to run wild, they tear after you barking like crazy, I assume there is an electric fence out front as they stopped 10 ft from the road. Scares the heck outta my kids and I worry they will dart into the speeding traffic on Spring Creek.
Well I could head the other direction on Cherry to Oak drive, Oak is another raceway for people from Spring Creek cutting through to Church Lane. No Sidewalks again,but if you make it to Hickory alive, head up past another home with wild Dogs in the front yard and you get to sidewalks put in by the sensible builder of the newer neighborhood. Once you get to Walmarts entrance, you only need worry about the people racing on Mill Creek flying in and out of Walmarts Unfriendly pedestrian entrance, not to mention the racing going on in the parking lot.
Hey maybe I go to Giant instead, well No side walks until you get to Giants entrance off Church Lane,  so you fight off the speeders on Church and hopefully get their.
So being so dangerous, a time people are going green, people want to be fit, So why no sidewalks?
My taxes were raised this year? Newer neighborhoods with SIDEWALKS saw taxes go down?
Also Macungie has no Animal control? Police Force?
They have more Tax Money!
How do we get sidewalks put in?
